On the eve of parliamentary elections on May 6, the Greek government has stepped up the words and xenophobic acts in an attempt to divert the discussion of economic realities.

After the series of raids in central Athens that happens since March 28, the first of the new camps for foreigners was opened on April 29, with the arrival of a first group of 56 foreigners, followed by a second of 164 people. This camp is intended to accommodate a thousand people, and it is the first in a series of thirty whose construction is planned mainly in former military bases.

The pretext given by the government to justify this large scale confinement is to protect the Greek population from disease risk spread by foreigners. These camps are designed primarily for the sick, illicit drug users, people living in unsanitary conditions. So these are the poorest and most vunérables exiles who will be locked away.

The inhuman and degrading conditions that prevail in Greek detention centers were reported well before the crisis, including by the European Commission, yet little stingy on human rights, and rights of migrants in particular.

A part of the greek population is sinking in dark misery, and Medecins du Monde describes the increase in cases of malnutrition, nourishing people at soup kitchens or making the bins. The Greek health system is decaying due to budget cuts.

What will be the living conditions of these camps where will firstly be locked the sick and most vulnerable people?

What is happening again in Europe, before our eyes?

Last year, Bulgaria has given Bulgarian citizenship to over 20,000 nationals of neighboring countries. This year, it continues its search for candidates for citizenship.

She is in a paradoxical situation: country of emigration, it runs out of manpower in certain sectors. The emigrants are mainly young, demography is affected.

Other countries are in similar situations, and seek solutions in terms of immigration. Poland has thus made major regularisations, while the debate come back regularly in Romania.

Like other countries of the European Union, Slovenia is implementing austerity measures. Thus, a decrease of 15% of salary for civil servants.

The interior minister announced the halving of the allocation of asylum seekers, and he promises that there will be no "luxury treatment" for them.

There are only a few dozen asylum seekers in Slovenia, the measure therefore has no fiscal interest. By cons, allocation, which was the statutory minimum level of income, or € 230, will drop to € 130 and no longer allow people to live.

The Greek government announced a plan for construction of 30 detention centers for illegal aliens, with a capacity of 1000 persons each.

This Pharaonic plans as the pectacular raids which recently occurred in the center of Athens, respond to the threat of countries including France to demand the exclusion of Greece from the Schengen area if it did not take stronger measures against the illegal immigration.

The European Union is ready to support the project financially, and seems to forget in this area its requirements of financial austerity.

The objections come from humanitarian and solidarity with migrants organizations, but also from regions and municipalities that do not want these centers on their territory.

Balkans is a strange region regarding to the European Union. Region eligible for integration into the Union, but for now fragmented and fragmentation compounded by the EU on behalf of issues of migration and border surveillance.

Greece is threatened with expulsion from the Schengen area, when the emigration of its population will resume under the effect of an economic crisis worsened.

Bulgaria and Romania are part of the European Union but not of the Schengen area, and access to their nationals in the labor market is limited in most other EU countries.

The former Yugoslavia exploded between Slovenia, a member of the European Union and the Schengen area, find summoned to monitor its border with Croatia; Croatia that it will join the EU in 2014, the Bosnia itself divided following the Dayton Accords, Serbia, Montenegro, Kosovo, which Serbia does not recognize the independence, Macedonia that Greece does not recognize the right to call itself Macedonia. Countries that are ordered by the European Union to establish a system for receiving asylum seekers, to participate in the European fight against illegal immigration, but also to oppose the emigration of their own nationals.

Albania finally, also traditional country of emigration.

The question of emigration from the region crystallized around the issue of Roma, and if France rattle in particular those of Romania and Bulgaria, other countries like Germany return overwhelmingly those of Serbia , Kosovo and Bosnia who have sometimes spent more than 10 years on its soil.

While the passage between Greece and Italy is considerably reduced and that the exiles across the Balkans to Central Europe, no country in the region has implemented a system allowing the integration of asylum people, gambling Dublin II and bilateral readmission agreements in the region is a migrant trap, starting with those that could access international protection and who are denied access to the country capable to welcome them.

Height of cynicism, countries such as Serbia are enjoined to hold and punish their nationals who could go to the European Union to seek asylum. The term "bogus asylum seekers" became inseparable in the discourse of politicians and the media.
