The Council of the European Union is to review the progress of Greece in the implementation of the National Plan of asylum reform and migration management. Are expected by the end of 2014 the strengthening of the surveillance of the land border with Turkey, including the establishment of thermal imaging cameras, and the construction of four centers of pre-eviction in the islands and in the region of Evros. They will be added to the five existing centers, and double the total capacity to reach 10,000 seats.

UNHCR (UN High Commissioner for Refugees United Nations) funded a study on the reception of refugees in three countries which have in common to be intrance  country of the European Union: Bulgaria, Poland and Slovakia.


These three countries have in common the lack of integration programs and deficiencies that make many refugees are homeless.

For Bulgaria, the study points to the paradox that to get out of detention, asylum seekers give a fictitious address. As a result, they are excluded from housing programs, and find themselves on the street.

The detention of asylum seekers and the situation of those who go out detention push asylum seekers to continue their journey to other European countries.


The integration programs  of those granted refugee are insufficient in a context of economic crisis in the poorest country of the European Union, which is having no tradition of immigration. The refugees themselves are therefore often in precarious situations and on the street.


Future studies will focus on Hungary, the Czech Republic, Romania and Slovenia. We regret that it is not expected to study Western European countries such as France. UNHCR has nevertheless had an office in Calais.

Hungary has just amend its legislation on asylum expanding possibility of detention of asylum seekers for a period of six months, including families with children, anticipating the reform of the EU legislation on asylum and pushing its limits. This new legislation will take effect on July 1.

To implement this approach, a new detention center is being built in the vicinity of Szeged, near the Serbian border.

 
Hungary fit itself out to take over Greece as a gateway in the European Union.

Until now, to enter into Kosovo and stay less than three months, it was enough to have a simple letter of guarantee covered by a municipal court.

Under pressure from other EU, Kosovo establishes a visa system which will involve 87 countries and will be phased in by the end of the year.

For the European Union, the goal is  
to make more difficult the entry and transit of non-European citizens. The first consulate to issue these visas is that of Istanbul, Turkey being the main transit country of so called "illegals"  migrants who go to the EU.

The measures taken by Greece supported by the European agency Frontex to make it harder to cross the land border with Turkey makes its effects felt on the islands: after Lesbos , there are other islands near the Turkish coast which see again boats people's arrivals .

We see also reappear illegal practices, such as pushing back the boats in Turkish territorial waters.

 


But entries in  Greece decrease is due less to the border surveillance than to the crisis that turns the country into a vast prison for foreigners.

They are a little more than a hundred Algerians who ended up to seek voluntary return in Bulgaria. But there is no funding for their return, and the Embassy of Algeria does not issue the alissez-passés required. They are left to fend for themselves and have to live on the street. If they are stopped by the police, they are locked up in the detention center Busmantsi or imprisoned. If they are caught  trying to leave Bulgaria illegally, they are imprisoned.

They are locked out in Bulgaria.

Announced, then withdrawn, it seems that the adoption of a law about the worsening repression and racist acts is confirmed in Greece.

At the same time, in Thessaloniki, a teacher is accused of Islamic propaganda for making her students study the text of a song, Kemal, of Manos Hadjidakis and Nikos Gatsos. One parent of a child came to complain to the director, who told the teacher that "our only concern should be to teach children the love of the motherland and develop their national convictions." Another manifestation of the ideological stranglehold that the extreme right is trying to take in school.

Bosnia and Herzegovina has just opened a reception center for asylum seekers, with the financial support of the European Union.


The dimensions of this center, 150 seats, remind us that the region has become a transit to the EU, but that BiH will be at its border on the occasion of the accession of Croatia , effective July 1.


European funding which enabled the construction of this center are those related to the policy of outsourcing borders of the European Union, component maintenance of asylum seekers on the territory of neighboring States, in exchange with the liberalization or the abolition of visas for their citizens.

The Algerian League for the Defence of Human Rights protests against the conditions of detention of forty Algerians in Busmantsi detention center, near Sofia. They would have been there for five months. Consulate of Algeria does not care about their situation and their deportation to Algeria is therefore impossible, while the Bulgarian authorities do not intend to release them.
